The APS level system disincentivises hard work

No bonuses. Starting pay is about average compared to elsewhere. Very rarely do permanent roles open up at higher levels. Difficult to progress career wise. As expected, pay increases are small compared to private industry, especially for data-related professions such as data science and data engineering. As, technical roles at the organisation get paid at the same level as people in non-technical roles (e.g., such as call center workers).

Rigid pay and level structure means that there is no capacity for people with specialised skills to earn competitive wages with private sector. similarly bonuses are inexistent in public sector

Pay is decent depending on what level you are at. Sometimes acting positions are paid lower than permanent positions in the same grade. This can be a worry for longer term contracts where you are doing the same work as a permanent staff member at the same level.
